I am directed by the Executive Council of this Chamber to inform you that their attention has been called, through the Merchant Service Guild of Liverpool, to a communication from Captain J. C. Williamson of the British S.S. Lothian.

Captain Williamson's communication is written from Hong Kong, and as it appears that much delay and inconvenience is caused to British ships through the system prevailing at Hong Kong, which Captain Williamson describes and animadverts upon in his letter, my Council would be greatly obliged if the Colonial Office would cause enquiries to be made into the matters complained of by Captain Williamson with a view to steps being taken by the proper Authorities to remedy the abuses of which Captain Williamson complains.
